Why is Public Higher Education in Massachusetts not getting the level of state funding it once did under Republican administrations?

Governor Patrick, Sir I work for the Housing Authority, and I see people of low income struggle everyday. In this tough economy with higher and higher gas prices, utility bills, and houshold budgets stretched tighter all the time, I was wondering would it be possible to increase the personal deduction or to roll back the percentage of income paid for rent from 30% to say 20% or 15%. Thank You
